TAX ASSESSING CLERK
Under general supervision, the Tax Assessing Clerk is responsible for all work related to the transfer of deeds from one owner to another, as well as other regular and assigned clerical functions in the Tax Assessor Division. Those regular and assigned tasks include, but are not limited to, the following: accurately updating all City computer databases with regard to real estate transfers; reviewing deeds and all relevant documents when transferring ownership or real estate, confirming accuracy of all assessment data, then recording property transfer information in City tax assessment systems; updating and maintaining address files across all City tax and utility billing systems; determining appropriateness of all tax exemption requests; working with the general public with general tax questions. This position requires attention to detail, excellent communication, and analytical skills, as well as the ability to work well with the general public. Must have a high school diploma, or GED equivalent, and must be able to type at a minimum rate of thirty-five (35) words per minute as determined by testing either through the RI Department of Labor and Training or similar testing online. Experience in a municipal tax assessment office or general office experience, especially in a real estate field, is a plus.

POSITION SUMMARY: Under general supervision, the Real Estate Transfer/Tax Assessing Clerk is responsible for all work related to the transfer of deeds from one owner to another as well as other regular and assigned clerical functions in the Tax Assessor Division.
DUTIES & RESPONSIBILITIES:
- Responsible for the accurate updating of City computer databases regarding real estate transfers.
- Reviews deeds and other related documentation representing the transfer of ownership of real estate and is responsible for confirming the accuracy of assessment data on property transfers including property characteristics and property exemptions.
- Responsible for recording property transfer information in both the tax administration system and tax assessment systems, as well as verifying, completing and filing all appropriate documentation.
- Responsible for updating and maintaining address files in the City tax assessment database and across all City tax and utility billing systems.
- Reviews tax exemption requests and determines whether they are appropriate.
- Deals effectively and courteously with the public and City workers and responds to informational needs and administrative requests in a professional and timely manner.
- Helps monitor the Tax Assessor Office and helps fulfill the in-person, e-mail or telephone requests of residents, businesses, and visitors.
- When requested, acts as the Secretary to the Tax Board of Assessment Review
- As needed, inputs tax abatements into the Assessment program.
- Performs other duties as assigned.
QUALIFICATIONS: A high school diploma or a GED equivalent, is required. Experience in a municipal tax assessment office or general clerical office experience, especially in a real estate field, is a plus. Must be able to type at the minimum rate of thirty-five (35) words per minute as determined through a test administered by the RI Department of Labor & Training, or similar typing test, is required.
KNOWLEDGE, SKILLS AND PERSONAL QUALITIES: This position requires good attention to detail, communication and analytical skills and the ability to effectively deal with the public. Experience with computer software programs and Microsoft Office is beneficial to being able to adequately perform the functions of this job.
