DEPUTY SUPERINTENDEN FOR ENFORCEMENT
Under the direction of the Wastewater Superintendent, the Deputy Superintendent for Enforcement ensures that all wastewater and wastewater by-products conform to the limits as set forth by local, state and federal regulations. Specific duties include, but are not limited to, the following: supervising Wastewater department personnel, assisting in the preparation of yearly budgets, managing all funds are they relate to pretreatment issues, coordinating required sampling and testing program, ensuring the integrity of test results, responsible for complying with OSHA and Hazmat regulations and other duties as required. A high school diploma, or GED equivalent is required in addition to one (1) to three (3) years of previous experience in industrial pretreatment or municipal wastewater positions. In addition, the person in this position must have a thorough understanding of industrial pretreatment regulations, strong record keeping and management skills, and must also be customer service oriented.

JOB TITLE: Deputy Superintendent for Enforcement
DEPARTMENT/DIVISION: Public Works Department/Wastewater Division
PAY GRADE/HOURS: Grade T16A / 40-hour work week
UNION: Local 3851/Professional and Technical
POSITION SUMMARY: Under the direction of the Wastewater Superintendent, the Deputy Superintendent for Enforcement conducts all functions relating to ensuring that all wastewater and by‑products generated by the Industrial and Commercial Users conform to the limits set in the Pretreatment Regulations. The Deputy Superintendent for Enforcement will compile, categorize, update our listing of industrial and commercial facilities, and establish and monitor a sampling program to ensure compliance is being met, and does related work as required.
DUTIES & RESPONSIBILITIES:
- Manages the Commission’s Pretreatment Program and regulate industrial and commercial users to ensure compliance with all program requirements.
- Manages the program, supervising all related personnel, being responsible for fulfilling all state and federal requirements.
- Assists the Wastewater Superintendent in preparing the yearly budget, distributing and managing funds related to pretreatment programs and managing the computer systems.
- Coordinates compliance sampling and testing program for categorical and non‑categorical industries.
- Coordinates random sampling of key manholes in the collection system to develop data of potential violators.
- Develops time schedules for industries to meet compliance with the Woonsocket Pretreatment Program standards.
- Ensures quality control program of all samples and data collection.
- Recommends fines and/or restrictions against industrial/commercial violators.
- Coordinates sampling program at septage receiving station.
- Reviews applications from industrial users, including baseline monitoring reports, manufacturing processes, wastewater discharges, pretreatment requirements and permits.
- Responsible for reviewing and developing of industrial local limits.
- Respond to investigate any chemical spills and review and approve all Spill Control Plans submitted by Industrial Users.
- Responsible for complying with OSHA and Hazmat regulations and all aspects of required training.
- Responsible for promoting safety in the facility and investigating job related accidents.
- Coordinates with the Laboratory Supervisor for monitoring and testing of the industrial users and their impact on the process.
- Perform other duties as required.
QUALIFICATIONS: A high school diploma or a GED equivalent, is required. One (1) year to three (3) years of experience in industrial pretreatment or municipal wastewater treatment in an equivalent capacity or position.
KNOWLEDGE, SKILLS AND PERSONAL QUALITIES: Thorough knowledge of industrial pretreatment regulations and wastewater, knowledge of pretreatment processes and equipment and wastewater treatment processes. Ability to use courteous to the general public, good judgment, good physical condition, and good report and records keeping.
