CONSTRUCTION SUPERVISOR


The City of Woonsocket, RI is conducting a search for a Construction Supervisor.  Working under the direction of the Director of Planning & Development and the Federal Administrator of Programs & Grants, the Construction Supervisor is responsible for all field inspections, as well as the supervision and administration of all construction projects for the City of Woonsocket.  Additional duties include, but are not limited to, the following:  preparing written construction specifications, technical drawings and cost estimates for all projects, preparing bid specifications for the Blight Reduction Program, managing demolition projects, as well as providing CDBG Rehab Program services for the communities of North Smithfield and Cumberland.  The successful applicant must possess a high school diploma, or a GED equivalent with six (6) years of experience in the construction field as either an inspector, foreman, supervisor, draftsperson, architectural designer or any combination thereof.  College education in any of these areas may serve as a substitute.  Must be able to meet critical deadlines, make immediate judgements on construction projects, have knowledge of construction procedures and policies, and work well with the general public.  Background in residential construction is required.

JOB TITLE:                           Construction Supervisor


DEPARTMENT/DIVISION:  Planning and Development Department/Development Division


PAY GRADE/HOURS:          Grade T9 / 40-hour work week

POSITION SUMMARY:  Under the direction of the Director of Planning & Development and the Federal Administrator of Programs and Grants.  Working with the Federal Program & Grants Coordinator, the Construction Supervisor will be responsible for field inspection including direct supervision and administration of various construction projects as administered by the City of Woonsocket and as in part funded under Home Investment Partnership Program and the Community Development Block Grant Program.


DUTIES & RESPONSIBILITIES:  

  • Field inspections of construction of municipal buildings, park improvements, roadway and public improvements, and housing rehabilitation.
  • Prepares written construction specifications, technical drawings and cost estimates for all projects.
  • Solicits and reviews bids for accuracy and approval.
  • Serves as the Labor Review Officer on projects requiring Davis Bacon Prevailing Wages.
  • Makes immediate judgments on site construction projects on proper construction procedures and practices to follow.
  • Serves as a liaison and on occasion acts as a mediator between property owners and contractors.
  • Responsible for preparing bid specifications for the Blight Reduction Program and manages the demolition projects.
  • Provides services to the Town of North Smithfield and the Town of Cumberland for their CDBG Rehab Programs.
  • Must be organized and able to work independently with little or no direction, set priorities and meet critical deadlines in an effective manner on a variety of projects and multiple tasks.
  • Perform other duties as required.


QUALIFICATIONS:  A high school diploma or a GED equivalent, is required.  Must have six (6) years of experience in construction trades as an inspector, foreman, supervisor, draftsman, designer, architectural designer or any combination thereof.  College education in related field may be substituted on a year‑for‑year basis.  Must be capable of making immediate judgments on site construction projects on proper construction procedures and practices to follow.  Must be capable of dealing with the general public in a professional manner and capable of articulating construction procedures and policies.  Must have a valid driver’s license with a satisfactory driving record.


Residential construction background required.


OR:  Any combination of education and experience that shall be substantially equivalent to the above education and experience.


KNOWLEDGE, SKILLS AND PERSONAL QUALITIES:  Must have ability to supervise construction work and develop public specifications and drawings for various construction projects.  Must have knowledge of the tools, safety standards, equipment, methods, and materials associated with the construction and maintenance industry.  Must be able to work with and effectively instruct contractors and deal with local officials and members of the general public.  Shall have knowledge and understanding of the RI International Property Maintenance Code, RI Building, Electrical, Plumbing, Mechanical and Fire Codes.  Must have training and knowledge of Lead Hazard Reduction, Lead Hazard Control and LEAD regulations governed by DOH, DEM and OSHA.


Must be able to read and understand construction plans.


PHYSICAL DEMANDS:  Work requires some agility and physical strength, such as moving in and about construction sites, over rough terrain, or standing or walking much of the work period.  Employee is exposed to outdoor work, traffic, loud noises, emotional stress, and risk of personal injury; however, duties are largely mental rather than physical; but may require minimal motor skills for activities such as moving objects, operating a personal computer and/or most office equipment, typing and work processing, filing, sorting papers or operating a motor vehicle.  Position requires constant reading of documents and reports for understanding.  Employee is not required to distinguish colors.
