CITY ENGINEER
The City of Woonsocket, Rhode Island is conducting a search for a City Engineer. Under the direction of the Public Works Director, the City Engineer will assist in the administration of the Public Works Department by supervising the development and implementation of policies, procedures and operational plans, as well as in the documentation, record keeping and preparation required of all technical and administrative departmental reports. The person in this position will also assist in the planning and submission of the departmental budget, as well as work with other department heads on public works issues. This person will support the Engineering Division, providing technical expertise on all matters related to design and construction projects. To be considered for this position, the successful candidate must possess a State of Rhode Island Professional Engineers License or become a professional engineer within one (1) year of appointment. Qualifications also include a bachelor’s degree in Civil, Sanitary, Mechanical, or an Engineering curriculum from an accredited college or university. Five (5) years of experience in municipal government with a concentration in high level public works administration. Certification as a Wastewater or Water Treatment Plant Operator is desirable.
The City Engineer must be an effective communicator able to express his/her ideas tactfully in front of various groups of people. This person must also be a motivated self-starter able to exercise independent judgment, initiative, and resourcefulness all directed toward the best interests of the citizens of the City of Woonsocket

JOB TITLE: City Engineer
DEPARTMENT/DIVISION: Public Works Department/Engineering Division
PAY GRADE & HOURS: Grade N16 / 40-hour work week
UNION: Non-Union/Classified Plan
POSITION SUMMARY: Under the direction of the Director of Public Works, the City Engineer handles daily supervision and reporting functions on all Public Works matters and personnel. Works with Engineering Division on the planning, coordinating, design, construction and inspection of all Public Works projects, and does related work as required.
DUTIES & RESPONSIBILITIES:
- Supervises the development and implementation of policies, procedures and operational plans pertaining to the Public Works Department.
- Interprets and executes policies and general instructions pertaining to public works matters. Assists other department managers with public works related issues. Advises department managers on all administrative and operational activities of the Public Works department.
- Assists the Public Works Director in the planning, organization and submission of the Public Works Department budget.
- Assists the Public Works Director in the daily supervision and management of all Public Works Department personnel.
- Recommends and directs final action on plans, specifications and estimates for major Public Works projects.
- Compiles all records, prepares and completes all technical and administrative Public Works reports by stated deadlines.
- Provides engineering and technical expertise to the design, construction and all other related activities of Public Works projects.
- Performs other duties as required.
QUALIFICATIONS: A Bachelor’s degree in Civil, Sanitary, Mechanical, or other Engineering curriculum form an accredited college or university. Certification as a Wastewater and/or Water Treatment Plant Operator is desirable. Must have five (5) years in a high level administrative Public Works capacity. Must possess a State of Rhode Island Professional Engineers License, or be able to become a Professional Engineer within one (1) year of appointment.
KNOWLEDGE, SKILLS AND PERSONAL QUALITIES: Thorough knowledge of Microsoft Word and Excel software, as well as other applicable engineering software programs. Must possess a thorough knowledge of engineering principles and administration. Must be able to supervise employees, evaluate job skills, employee performance, aptitude and attitude. Must be a problem solver and self starter while utilizing their independent and ethical judgment, initiative, resourcefulness, and tact.
